A STRATEGY FOR PIN: A VISION OF JOBS PROSPECTIVE

We shall first consider the difficulties widely inherent in the present project and should be highlighted.


•    In general, we are not today in a dissemination of certainty, but of iteration, where each message is constructed in relation to another. PIN is a project of thematic network where such a change in perception impose simultaneously towards all audiences identified, but also internally, mainly through reports between the word package (Although this practice of grouping tasks- usual to all European projects- Is clearly seen today challenged by the most innovative practices of project management).

•      Another difficulty that we must overcome is that beyond the various actors identified to jobs more or less determined and to clear features is imposing a multiple professional scenarios where the synergies between knowledge is reinforcing. 

•    The target audiences know themselves considerable changes in the definition of their profiles. Thus, the business community no longer finds its diversity through their size, but essentially their responsiveness and their level of innovation: our interlocutors in the field will be first those of business networking. Alongside them figure mainly the actors of territories clustering which characterizes the knowledge economy: We will organize thus in autumn in Brussels a European conference dedicated to jobs of internet and the innovation world. Concretely, As discussed at our meeting in Paris, it is more the Living Labs and the economic actors that are present over there- even if naturally there is no question of ignoring them in this field-.

For our own vision which we wish to share it in the project PIN, it sees largely based on a PROSPECTIVE OF JOBS, at short or long term, and it is the jobs of today or those of tomorrow - as it is true that the context of our work is a real "war for talent".

As shown by example Pascale Levet whose we follow largely the recommendations through the description of its analysis in the LAB’HO (Adecco group) or also in the ANACT- in the field of Internet and knowledge technologies specially (the works of d’Aline Scouarnec   and those of Emmanuelle Marchal in the Center for the Study of Employment, which be included in our next bibliographies)-, a better description of the work itself can really enrich the prospective of jobs.

The foundations of the recognition of qualifications had indeed calling into question by recruitment procedures largely connected of knowledge in question: this is moreover that will be the best measures which are the concrete consequences of development of an economy based on knowledge that is all here except an expression vain.

If the prospective can clarify the future challenges of labor market, this is not by limiting its approach to the qualitative and quantitative definition of required skills tomorrow, but by expanding it to the mechanisms of approximation between supply and demand in the fields that concern us here. 

The recent developments of recruitment by simulation respond well to such issues, this is by providing a real visibility on the required qualitative and quantitative adjustments tomorrow.

We will have thus to show in our recommendations that it is obviously here the posture of the Recruiter which has to assess in depth.

Similarly, we believe that our analysis and their dissemination allow building real strategies in terms of production and allocation of future human resources.

Several axis should illustrate the present vision of our dissemination:

•    The place of the employability in the field of ours, or more precisely also the prospective of opportunities for professional transitions: taking into account the cognitive processes of various actors of labor market and in the construction of an assessment of employability is essential and we intend to speak on this item in the major international forums involved today in these issues.

•    The failure over the last two decades of the management planning of jobs and skills, particularly in the management of expertise: in this case it is taken into account especially new combinations of activities and skills.

•    The role of professional dynamics and therefore organizational: what matters in the jobs of the Internet in particular, is first today to ensure the systemic look that, in the words of Jean-Baptiste Suquet  , must allow to respect environments and complex organizations. We must therefore clearly articulate in our analysis of levels and especially in different time frames (Including a roundtrip present / future in the description of qualifications and this is not be the easiest in our dissemination activities, as shown by the recent meetings and seminars.

•    The involvement of all the actors in our formulations and in the development of our forward-looking, regarding particularly the links between the various experts: we must describe, in the economy of the link which is increasingly ours, the evolution of knowledge, but further also the links between knowledge. Our dissemination must be that of a dialectical confrontation of experiences involved.

•    The increased attention being paid to the impact of research: the conception of the major part of jobs internet implies that the knowledge produced must be "actionable", which leads by example to adopt positions of co-design and analysis of conditions of reflexivity involved in these jobs. Our jobs require their share in the appropriation of technological results obtained by an ecosystem of creativity: we will present shortly in a summer school our analysis in this field.

•    A positioning that is the sociology of professions: we have to follow especially the conceptual framework developed by the works of Andrew Abbott , in particular as regards of the structuring of emerging professions. It is certainly for us to recognize the determinism of the existing, but also to seize its dimensions "phenomenological", to lie, therefore in a world of emergence " .   

•     The participatory prospective of jobs,  whose interest in the dissemination of PIN is that it can be simultaneously a vector of awareness of changes and a proactive approach to developments which makes it a great tool for managing change in conditions particularly sensitive and complex. 

•    The mapping of knowledge necessary for the control of human resources and the structuring in organizations of skills networks where they create, acquire and disseminate knowledge . We know that these maps allow to representing jobs and skills by structuring content co-constructed which allows identification of a true heritage of knowledge allowing the organizations willing to manage these assets, concerned with managing these heritage to make a precise analysis to determine in their strategies what knowledge they need to focus, specify, develop ... The look of PIN must reflect widely the systems of skills development that each partner will identify around him.

•    The status of the notion of job and its contemporary avatar: we were not stressed enough the strength with which the word itself back on the front of the social scene. Much work wonder thus on this resurgence that our project is fully engaged, as well as the meaning of such a resurgence in recent years, even- as highlighted by recent analysis of the psychologist Y.Clot   -  the sociological attributes of realities that he designate continues to crumble… In the world of Internet, as shown in a recent issue of the channel TECHTOC TV which we participated, we can rightly wonder: job can become a notion of "organizers" of the working world? Thanks to emerging technologies, he acquires a new social imaginary? Then emerge the enthusiasm of managers for the notions of "talent" and of "community of practice", we have therefore, in our vision of dissemination of project, to identify also new meanings of concepts conveyed in our analysis.  

•    The theory positioning very strong of jobs Internet in the field of contemporary social ethics, which making it a topic of interest to many economic actors through for example the shared anticipation of future emerging in terms of skills, activities and responsibilities. A new job is also often resulting from some business: that of "referent of ethics compliance ". This will allow us to present PIN to the many existing forums on the subject, such as the circle of deontologists and the Ethics Committees whose the foundation is a member and whose the conferences are regularly open to us.

To conclude this brief list of the different work axis and of reflection that we intend to give to the project, we think particularly in the works of B. Gazier (University of Lille) which emits a useful affirmation to begin our discussions  : “The figure of the sublime, she said, embodied by a handful of workers at the end of the Second Empire reincarnated today in workers by projects of the high-tech economy”. Excessive or not, such a formulation shows us clearly the level of ambition that should be ours!
